The Future "To-Be" Process Document has undergone several iterations after discussions with H.E. Dr Moniroth.  Initial proposals contained fairly aggressive proposals for Business Process Engineering but H.E. Dr Moniroth requested consideration be made of impact on people and more phased approach be adopted; a Change of "Evolution" rather than "Revolution".  The latest version of the document proposes relatively benign levels of impact through: less aggressive reengineering, in the initial stage; gradual phased changes and reengineering; and providing lengthy periods in the phases for building confidence (and buy-in) to the new ways of working.

In response to the latest version of the Document, H.E. Dr Moniroth requested to understand the impact on people and the contingency arrangements for the period of elections in 2013. 

A draft Stakeholder Analysis and Impact Assessment Document has been produced.  This is a dynamic document and highlights the stakeholder, interest, involvement and impact from implementation of FMIS (first phase).  Currently, this document focuses largely on the 5 Key MEF Departments and lesser detail for other Departments, LMs and PTs.  The document will be broadened to encompass the other Stakeholders in more detail.  Once the TNAs are completed and analysed, this information will be built into the Document/Matrix, with impact assessment at the individual level (or groups of like individuals) incorporated.  Important Key Messages have been highlighted in the document.

The Stakeholder Analysis and Impact Assessment will provide a framework for the Communications Plan and Change Management Activities.  Of more immediate importance is the need to start sensitising the Stakeholder Departments of the impact and benefits of FMIS and to initiate a series of presentations, garnering their feedback.  Before these presentations can take place agreement and approval is required from H.E. Dr Moniroth to the proposed BPR and level of Impact.  This will be sought early next mission and the presentations will commence.
