The FMIS project is the first of its kind within Government in Cambodia and as a consequence, places considerable demand on existing and potential staff of the IT Department in particular but on all financial staff across RGC.  Technical and Financial training opportunities are currently limited in Cambodia and available training/education facilities vary from good to very poor.  In reflecting this environment, capacity building within IT Department and across MEF, initially, a considerable emphasis on training programs is essential to the project’s success.
