The main activity undertaken under this category during the mission related to business process decomposition. The spreadsheet templates were completed for a number of key business processes. These templates will support the planned sessions for internal training for the Change Management Team.

The templates will also be reused for the organisational decomposition and organisational mapping, a key element of the organisational alignment activities. The next stages will involve undertaking the Training Needs Analysis, convening sessions with Departmental and Office Managers (Directors, Chiefs, Deputies, etc.), initially from the 5 major stakeholder Departments, GDNT; Budget Department; FAD; DIC and PPD, in order to facilitate the completion of the Departmental/Office TNA forms. The managers will also complete the individual TNA forms. Their staff will be called for workshops to complete their individual TNA forms. Detailed organisation charts will be obtained and compiled for each department, down to individual staff level.

The organisation and staffing information will be mapped onto the business process decomposition templates.

During the next mission the primary focus will be on completing the Financial (and overall) Evaluation of the FMIS Bid Submissions. Only limited time will be available to support the Change Management Team, during the next mission. However, activities will be set, including updating the Change Management Action Plan and reviewing TNA forms and other Change Management documents.

IT Department will conduct the TNA-Training Need Assessment in early 2011 as an urgent action to collect all the information of capacities and functionalities of MEF and line agencies and base on the analytic result of that information, those Government officials will be trained according to their capacity, roles and functionality for the future implementation of FMIS.
