The critical success factors, summarized below, provide the assessments and the tools to enable Ministry of Economy and Finance (MEF) to:

 

Establish a Sense of Urgency

·  Identify the forces driving the need for change.FMIS_critical_sucess_factor

·  Link them to customers and broader business challenges.

·  Highlight that the price of staying the same is higher than the price of change.

·  Compel action.

 

Clarify/Share the Transformation Vision

·  Translate the sense of urgency, or business case into a compelling picture that draws people toward the future state.

·  Define new people, process, and technology requirements aligned with the strategy.

·  Specify new behaviors for the future state.

 

Engage Leadership at All Levels

·  Identify leadership roles and behaviors required for success.

·  Establish clear accountability for fulfilling responsibilities.

·  Set strategies for existing support and leadership of key people and initiatives.

·  Cascade responsibility for leading change down to frontline leadership.

 

Establish Change Communication

The Overall Result of the FMIS Bidding Process PDF Print E-mail

Yesterday, on January 26, 2011, IT Department presented the combined result of the FMIS Second Stage Bid Evaluation Result to the Ministry of Economy and Finance’s management.

This meeting was chair by Dr. Aun Porn Moniroth, Minister attached to the Prime Minister, the chairman of Public Financial Management Reform Program Steering Committee, Secretary of State of MEF and honorably participate by H.E Keat Chhon, the Deputy Prime Minister, Minister of MEF, and Secretary General and Deputy Secretary General of MEF.

During the meeting Dr. Phan Phalla, Director of IT Department demonstrated the detail content of the Tripoint Corporation and Indra Sistemas’s financial bid proposal.

The concern of insufficient budget for the FMIS Installation for both phases was raised during the meeting. However this concern had been solved by Dr. Moniroth before the conclusion of the meeting with the critical risk management analysis.

The Combined FMIS Second Stage Bid Evaluation Report was agreed by MEF’s management to submit to World Bank for No Objection Letter before the announcement of the awarded bidder which supposed to be happened by end of February 2011.

It is said that World Bank is the only organization that will make the decision of increasing the fund for both phase of FMIS in Cambodia. It also be useful to know that FMIS is the core element of PFMRP-Public Financial Management Refor Program in Cambodia at all phases.

The FMIS Second Stage Financial Bid Opening was concluded on January 10, 2011 at 11:00 by Dr. Phan, Director of IT Department after the announcement of the Result of FMIS Second Stage Technical Bid Evaluation and the Opening of Indra Sistemas and Tripoint Corporation’s financial boxes.

Indra Sistemas was scored in the first rank followed by Grant Thornton was scored in second rank (which was pointed out that Grant Thornton had declined to extend the validity of their bid) and Tripoint Corporation stands in the third rank. However the score of each bidder is slightly different by the combined weighted score.

The most interesting news is that Indra Sistemas cost 1/3 higher than Tripoint Corporation in term of Total Bid Price (which is not yet evaluated).

The minutes of this meeting was sent to World Bank for obtaining the permission to pursue to the Financial Bid Evaluation which is expected to begin on January 11, 2011.

The end of January 2011 was initially aimed as the awarding date of the FMIS Project.

On February 07, 2011 at 9:00 AM at Phnom Penh Hotel, there was a substantial workshop on “Change Management Workshop for the Heads of PFMRP from all Line Ministries” as part of Change Management Strategy Delivery for FMIS Project Implementation in Cambodia.

This special event is organized by the Ministry of Economy and Finance under the Funding of PFMRP Budget.

The purpose of this workshop is mainly prioritize on the key messages of the FMIS Primary Sponsor, Dr. AUN Porn Moniroth of why we need to change not just for FMIS but for PFMRP as whole, the progress of FMIS Implementation, Analysis on Business Process, Experiences of FMIS Implementation and Change Strategy Delivery notably TNA – Training Needs Assessment.

It is should be noticed that at the end of the workshop each participants were sincerely requested to fill the individual Training Needs Assessment Form but only some responded the request and the rest requested for more times to fill these forms back in there offices.

Round up meeting for the FMIS Second Stage Financial Bid Evaluation PDF Print E-mail

Friday, January 21, 2011, The FMIS Second Stage Financial Bid Evaluation Committee will gather around as a big day for the past two week evaluation process.

Just to recall that the evaluation committee composes of 15 people coming from General Department of National Treasury, Budget Department, Investment and Cooperation Department, Financial Affairs, Public Procurement and Information Technology Department.

The purpose of this round up is to make consolidate for all result that have been found from each bidder's financial proposal (Tripoint Corporation and Indra Sistemas) before presenting the result to the Ministry of Economy and Finance’s Management in early next week for final notification and recommendation.
