FMIS Management Working Group (FMWG) from IT department participated in a discussion meeting to seek for a solution answering to remaining challenges and present about the latest progress of FMIS project implementation to other FMWG members from other relevant general departments. The meeting was held under the provision of H.E. Dr. Hean Sahib, Secretary of State of Ministry of Economy and Finance, and Chairman of FMWG on October 28, 2016, focusing on gathering additional alternatives suitable for FMIS Phase II implementation at line ministries/ departments in 2017. Moreover, the meeting also called for fostering the Memorandum of Understanding (MOU) between MEF and National Bank of Cambodia on launching FMIS’ Electronic Fund Transfer function within this November. Last but not least, the group also made an initial agreement on a 4-year Consolidated Action Plan (2017-2020) which included the development of four new FMIS modules namely Budget Preparation, Procurement and Contract, Asset Management and Inventory.
FMIS Functional and Technical team had also been supporting FMIS end-users by answering to problems regarding transaction data entry, daily work operation as well as the system’s technicality. Also, Functional team’s General Ledger specialists had already helped the treasuries in Opening Balance data preparation in FMIS. The team had also participated in various meetings with General Department of National Treasury to discuss 2015 and 2016’s year-end closing.
Within the month, the installation of two extra sets of FMIS equipment had been carried out in 8 provincial treasuries by Information Technology Infrastructure and Telecommunication team. At the same time, the team had also set up electric generator, Automatic Transfer Switch (ATS) device, security camera, and network cables for six provincial treasuries, Svay Rieng, Kampong Cham, Battambang, Pailin, Koh Kong, and Kompong Speu while continuing to the rest.
As for Training and Capacity Building team, we have conducted two training within the month. One was FMIS training for 14 audition, monitor and inspection officials from three relevant different general departments, and another was basic computer training for 101 MEF provincial line departments mainly on Windows and MS. Offices, computer maintenance, and internet & e-mail.
In this stage of FMIS implementation, FMWG calls for, as well as, encourages the key stakeholders to continue supporting the FMIS with strong commitment and activeness. The working group will continue providing coordination promptly to solve all problems interfering the implementation of FMIS. Your comments and suggestions are important inputs for us to improve the system and the project as a whole.
