The IT Department has engaged Consultants to assist in various stages of the project. Current Consultant support is provided in the following areas:
1. General project management
Mr. Bruce Pollock is a general project management consultant who provides the advise on overall project management such as designing project blueprint, services continuity, capacity building for the ITD staffs and other stakeholders on the project management and designing a suitable and sustainable solutions and requirement for FMIS in Cambodia.
Australian, Bruce initially wrote the FMIS strategy paper in 2004, for The World Bank and then contracted with the Ministry of Economy and Finance to develop the project and design the Bidding Document and evaluation strategy and process for the First Stage Bidding Document for FMIS. He has also drafted the requirements specification for much of the Second Stage Bidding Document, currently being finalized. Bruce’s first involvement with FMISs was in 1986 when he was team leader for the selection and implementation of a system for a new Australian Government agency, the system being extended to most of that organization’s 90 overseas posts. For some years, Bruce consulted to many Australian federal, state and territory governments in the selection, implementation and operation of financial systems and for the past 9 years, has been involved with international FMIS projects in countries ranging from Fiji to Bulgaria, Liberia, Vietnam, Laos, Timor Leste to name a few. He is also involved in budget reform, financial reform social security and other activities and strategy developments. He is self employed.
2. Functional Advisor
Mr. Paul Seeds provides advice and support to the FMIS project and will be the principal Consultant to National Treasury in the FMIS project.
3. Change Management
Mr. Findlay Herbert is a Change Management advisor whose roles are to design change management plans and related strategies to ensure the sustainable implementation of FMIS including the effective information dissemination by implementing the ADKAR model, enhancing the organizational capacity and skills in project management and , efficient services deliveries, mobilizing the active participation from all stakeholders.
As a New Zealander, Findlay has twenty-five plus years’ experience in governance; performance improvement; business process management; capacity building; HR management; information management and transformation management in a wide variety of industry sectors and government. He worked closely with Boards of Directors; CXOs; government ministers, senior politicians and at operational levels in advanced and developing countries. He experienced in dealing with government, multilateral partners and NGOs in post-conflict situations. And he has got nearly five years’ continuous experience in Afghanistan in the Office of the President (three years) and the Ministry of Agriculture, Irrigation and Livestock (18 months).
4. ICT Strategy
