The core modules of FMIS include all normal functions of a Government accounting and information system.  Summarizing, these consist of:

  • Ledger, being a multi-dimensional flexible structure providing the capacity to code for Natural Accounts, Organizational Units, Projects, Fund Source, Activity and other elements as a new Chart of Accounts is developed, based on the selected application system.
  • Procurement, including Requisitions, Purchase Order processing, Vendor Management, Commitment Accounting and Budget Validation, Goods Receipting and other standard functions.
  • Accounts Payable covering Order and non-Order Invoice processing, Vendor Management, Payment Processing.
  • Accounts Receivable and Payment Receipting, Vendor Management, Debtor Management
  • Budgeting covering planning and development of Annual and Multi-year Budgets, Budget Allocation, Variations and Amendments, Commitments, Funds Control
  • Banking to address Bank Account Management, Bank Reconciliations, Bank Transfers, Foreign Currency, Bank Receipts and Payments processing.
  • Reporting across the system to all levels of Government, Management Units, External users.  Initial reporting will be on the IPSAS Cash basis with future upgrading to full Accrual Accounting
  • Asset Management with Asset Classification, Asset Identification, Purchase and Disposal, Valuation, Depreciation, Stocktake, Location and Description.

In addition to these core functions, FMIS will have interfaces to various external systems including Banks, Payroll (managed by CAR), Taxation, Customs, Debt Management and others as required.
