The Financial Management Information System (FMIS) project is a core element of PFMRP for the Ministry and Government. FMIS is a project under the PFMRP and is funded through a multi-donor Trust Fund administered by The World Bank . The project commenced in 2004 with the preparation of a strategy paper and has developed into an approved project under PFMRP into the procurement phase.
The First Stage Bidding process commenced with the release of the Bidding Document for Stage 1 in December 2006. There were 9 bids received from international Bidders and after extensive reviews of the submissions, the Recommendations of the Evaluation Team under the supervision of the IT Department of MEF were accepted and 4 Bidders were invited to participate in the Second Stage . The Second Stage Bidding Document is currently being finalized prior to its release later in 2009.
The FMIS project, as a component of the PFMRP, will implement an internationally recognized Commercial-of-the-Shelf financial accounting package across all of MEF, the finance areas of all central line Ministries and all provincial treasuries. The products short offered by those Bidders invited to participate in the Second Stage bidding process are described in more detail in First Stage Bidding but are:
- SAP (2 Bidders)
- Peoplesoft Financials, a product from Oracle Corporation (1 Bidder)
- Freebalance (1 Bidder).
FMIS will connect to the National Bank of Cambodia for the exchange of receipt and payment information, transfer of banking information and management of Government bank accounts as RGC moves toward a Treasury Single Account. FMIS will also have interfaces with Cambodian Taxation and Customs systems for the capture of taxation and customs revenue information, essential for the improvement of Cash Management in RGC.
FMIS will consist of all normal functions of a government version of a COTS system, including Ledger, Procurement, Accounts Payable and Receivable, Budget Planning and Management, Banking, Reporting and Asset Management. The successful Bidder will also provide all hardware and infrastructure software for the FMIS and the local and wide area networks necessary for the communications between Users and FMIS. Network facilities will provide email, voice communications, file sharing, web access, remote (security controlled) access to the network, desktop computers and peripherals and other standard network services, within a secure and managed ICT environment.
