RGC’s financial business processes have been built around a paper-based transaction processing and recording environment, reflecting the non-use of technology up to the FMIS project.  Because of this current environment, the processes are naturally very labor intensive and, in a computing environment, inefficient.  Rapid introduction of technology-based process redesign and implementation would have the unwarranted side effect of major disruption to staff routines, training, roles and functions.


As business processes must be changed even if gradually, there is a need to review current processes as a first stage in addressing RGC’s readiness to adapt to a computerized accounting environment.  To this end, each Department has been asked, after some basic instruction, to develop preliminary maping of their main processes and samples of these will be included in the Second Stage Bidding Document.  It is then expected that the successful Bidder, as part of their system design phase, will undertake rigorous process mapping and work with MEF and, initially, pilot sites and work with MEF to redesign processes to an agreed ‘To-Be’ state around which the final design and configuration of the FMIS will be fitted.


The PFMRP process itself will continue to identify and address ongoing changes in structure and processes, to which the FMIS, during roll-out or later will be modified to fit.  The ultimate aim is to conform with international Best Practice and to support these practices with the functional design of FMIS.
