A Change Manager has been established within the IT Department and a Change Management strategy has been developed.
Change Management (CM) is the process whereby Users and the processes with which they work, are prepared for change as a result of some action by Government, in this case, by PFMRP and the FMIS Project . This project will potentially alter the working environment for most, if not all, staff involved with finance across RGC. Staff have a right to know what is happening well in advance of the event itself and also have a right to be involved in the development of those processes that affect them. Staff affected by changes are the staff who best know the current environment and engaging them in the change process allows them to express their views and also helps prepare them for the changes that will occur. They can be provided with the necessary understanding of both the need for, and extent, of those changes and are therefore both better prepared for change and more likely to accept changes they understand.
Change Manager and other staff of IT Department, plus some staff from across MEF have been involved in various levels of CM training provided by an international organization and these trained staff have been identified as the controllers and mentors in their respective areas of the Ministry.
The CM process will initially promote general information about the FMIS project as it fits within PFMRP and also changes that FMIS itself will bring. With the widespread introduction of networking, there is also an emphasis on the changes that technology itself will bring to the financial workplace.
An important component of the successful Bidder’s responsibility in the FMIS project is to provide change management for the project, with focus on the software itself and the network environment that is part of the Contractor’s scope. This CM activity will merge with the IT Department’s CM strategy, blending local knowledge with the experience of the FMIS contract team.
