The current ICT environment in RGC is very fragmented and largely at the discretion of local managers and donors who provide infrastructure for their funded projects and support activities. Within MEF, use of computers has expanded rapidly over the past 3 years but mainly in stand-alone mode of localized mini-LAN or small network operations. There is no Ministry-wide network and no standardized PC environment. By default, PCs are a de-facto standard, as is Microsoft Windows XP or Vista with MSOffice and other basically standard software compatible with Windows. Software upgrades are at the discretion and funding capacity of individual management areas and such LANs as do exist are non-standard between networks. Much data is shared using SDs or USB devices and viruses and other offensive attacks are frequent, although individual PCs are now better protected with mainly freeware protection.
MEF supports a web site and there are a number of links from the home page to different areas of the Ministry. This site is hosted externally to Cambodia. As with other areas of the ICT environment, there is no agreed policy for the operations of this site. The site also supports email through the domain of @mef.gov.kh but only a few staff of the Ministry use this domain, most preferring generic, commercially provided free domains such as Yahoo, Gmail etc.
Some small application developments have been enabled but with limited success and all have been ad hoc and with no central standards set for their development. These developments have been largely based on SQL with software built with iNet and other proprietary development tools. Most of these developments would be expected to be replaced during the rollout of FMIS.
The implementation of the FMIS project will standardize this entire environment and place its management and control under the IT Department of MEF.
The IT Department will take on the monitoring and control of desktop and portable computing devices that will be connected to the LAN/WAN environment and wil specify security requirements, software standards, exclusive use of licensed software, upgrades to infrastructure software and hardware and management of network access, security, proper-use policies and other standard management of a fully interconnected environment. |
