Business Analyst staff are still being recruited and they will be trained on arrival in basic technology as applies to FMIS systems, business processes, documentation development, help desk operations, system use, requirement specification, accounting (cash and accrual), financial reporting and change management techniques.
General staff Users of FMIS and the network infrastructure and facilities will be trained under the control of the successful Bidder. Users will be divided into at least two groups:
- Power Users who will gain a detailed knowledge and understanding of the FMIS system and ICT environment form a User (non-technical) perspective and who will be involved in local User support, FMIS management group, form part of the design and testing group of staff and take the lead as FMIS Champions in their area/Department/Ministry.
- General transaction processers and report Users who require good understanding of basic FMIS and network facility use but without the need for more sophisticated knowledge. These Users will also be involved in the testing of FMIS as a process of gaining knoeldge of the solution. They will also receive training in the use of the network and general PC applications usage.
All Users will be provided with general training in basic system design and use, basic accounting and financial management, system control features, use of system generated financial reports and the ability to use desktop applications to enhance data outputs from the system. Training in some of these areas has commenced for some staff and further training will be provided during the period up to when they become active Users of the entire environment. A number of staff who will become Power Users attended the presentations of 3 of the Bidders invited to participate in Second Stage Bidding. A group of senior and middle managers from MEF have visited UlaanBaatar (Mongolia) to see the implementation of the central Government’s FMIS and further site visits are planned for implemented sites in Africa and possibly Vietnam.
Specific training on FMIS and the approved changes to Business Processes will also be provided by both the successful Bidder and by IT Department staff under the general direction of the successful Bidder.
