A detailed Project Plan has been developed by IT Department’s senior staffs under the support of FMIS Consultant (Mr. Bruce Pollock) since the project was transferred to be under the direction of ICT Unit (former of IT Department) in 2006. This is a living document which needs to be updated with all changes with a Gantt-Chart prepared for all higher level activities. The Plan will be coordinated into the plan defined by the successful Bidder to ensure complimentarily with the Bidder, once the final design is agreed and the configuration and training programs for IT Department staff has been agreed.
The proposed implementation strategy for the FMIS rollout proposes the networking and other ICT infrastructure to be implemented as soon as possible but no later than Just-In-Time for the software rollout. The desire to roll out the infrastructure reflects the desire to provide all network services to Users across Cambodia such as email, voice communications, file sharing and web access as soon as it is possible.
Roll out of FMIS will follow the completion of design, configuration, testing, documentation and training of users. The proposed roll-out plan is to phase pilot the FMIS application system in:

Once these agencies are implemented, FMIS will be capturing on line the greater number of transactions by both volume and value.
At the satisfactory completion of these sites, the balance of sites to be implemented will be all remaining line Ministries and provincial Governments.
The complete rollout of FMIS is expected to take up to 3 years from the commencement of the pilot rollout in MEF. It is also possible, depending on arrangements with the successful Bidder, that functionality of FMIS might also be phased.
The successful Bidder will be required to establish and maintain a presence in Phnom Penh for any detailed technical support of FMIS beyond the capacity of trained IT Department staff.
The IT Department of the Ministry of Economy and Finance is managing the procurement process and will ultimately be responsible for the FMIS, the ICT network and User support. While FMIS as an application package will be under the control of IT Department, business areas of MEF will have responsibility for the functional areas of the system related to their Departmental responsibilities. Management of FMIS will be under the guidance of an advisory group made up of representatives of major User areas across Government. |
