The IT Department has engaged Consultants to assist in various stages of the project. Current Consultant support is provided in the following areas:
1. General project management
General project management advice and support is provided by Mr. Bruce Pollock.
Australian, Bruce initially wrote the FMIS strategy paper in 2004, for The World Bank and then contracted with the Ministry of Economy and Finance to develop the project and design the Bidding Document and evaluation strategy and process for the First Stage Bidding Document for FMIS. He has also drafted the requirements specification for much of the Second Stage Bidding Document, currently being finalized. Bruce’s first involvement with FMISs was in 1986 when he was team leader for the selection and implementation of a system for a new Australian Government agency, the system being extended to most of that organization’s 90 overseas posts.
For some years, Bruce consulted to many Australian federal, state and territory governments in the selection, implementation and operation of financial systems and for the past 9 years, has been involved with international FMIS projects in countries ranging from Fiji to Bulgaria, Liberia, Vietnam, Laos, Timor Leste to name a few. He is also involved in budget reform, financial reform social security and other activities and strategy developments. He is self employed.
2. Functional Advisor
Dr. Paul Seeds provides advice and support to the FMIS project and will be the principal Consultant to National Treasury in the FMIS project.

4. ICT Strategy
Further support will be obtained in the following areas:
- Legal advice
- Procurement advice
- ICT design and operational support
The role of Consultants in this project is to support and mentor IT Department staff but not to take a direct functionally responsible position. |
