A Review on the Preparation of the Budget Planning , Performance Reporting, and Annual Budget Summary Systems for Internal Usage in MEF

In accordance to H.E Academician Senior Minister’s instruction in the meeting on monitoring the evaluation of implementing annual program budgeting of the Ministry of Economy and Finance in the morning of February 28, 2018, he instructed that the preparation of budget planning, performance reporting, and annual budget summary systems for internal usage in the Ministry of Economy and Finance needed to be reviewed to avoid overlap and to arrange those systems to meet the common needs of the Public Financial Management Reform Program (PFMRP) of the Ministry of Economy and Finance. The above meeting was led by H.E Dr Hean Sahib, secretary of State of Ministry of Economy and Finance and Chairman of FMIS Management Working group.

In the presentation of this meeting, Secretariat of FMIS Management Working Group of Information Technology Department has revealed the performance of 10 projects that FMWG achieved and is actively continuing their work.  Those projects are:

Project 1: The preparation of Intranet for Ministry of Economy and Finance starting from September, 2016 to January, 2017 has combined with the construction of internal usage of Telephone system and Video Conference system. This project has been postponed 6 months, so the construction was focused only on networking and Internet service in the Ministry of Economy and Finance. This project was terminated in January, 2018 and will continue expanding its service later.

Project 2: Security Management system in the Ministry of Economy and Finance has started from October, 2017 (it has been delayed and continued implementing in February, 2018).

Project 3: Smart Office has started from July 2016-2018. This system has 11 sub-systems.

Project 4: Budget Mirror has been started from September, 2016 to April, 2018 (FMIS Online Dashboard).

Project 5: Non-tax revenue management system began from June, 2017 to December, 2017. This project was ended phase I in December, 2017 and was trialing at General Department of State property and non-tax revenues, General Department of National Treasury and 14 line-ministries. Phase II will continue to be developed until July, 2018 that involves receiving revenue payment through online or through telephone connecting directly to Bank.

Project 6: State property management and Interface system (coordinated by Information Technology Department) has started from November, 2017 till March, 2018. Currently, this system is put into practice at State Property office of Administration and Finance Department.

Project 7: Procurement Management system has started from September, 2016 to December, 2018, which has 8 modules and 2 modules has been finished and are being implemented by General Department of Procurement, the system has developed two more modules that will be finished at the end of June, 2018.

Project 8: The construction of overall Data Center for Ministry of Economy and Finance that will be used for supporting the development of other systems at Ministry of Economy and Finance and being as Data Recovery Center of the system at General Department of Taxation.

Project 9: Intranet used for Ministry of Economy and Finance is an essential part for building a central network for entities under Ministry of Economy and Finance, supporting voice call, voice conference, video conference and other management.

Project 10: FMIS will be expanded at phase II for all line ministries, entities, and sub-national administration and will be expanded on four more modules including 1. Budget preparation, 2. Procurement, 3. State Property Management, and 4. Inventory Management.

Besides the 10 main projects above, the working group has organized program “in-and-out documents management of ministry of economy and finance linked to reporting management of the units and communities, application for the seven budget classification car plate-number management application. Those big projects will be reconstructed by using unified foundation, resources, infrastructure, and centralized management on hardware and service that will be controlled by entities who owns the system.
