Currently, the working group is staying in the complex situation of the FMI construction phase. In this phase, the most crucial elements to support the system construction are the completion of To-Be Business Process, Application System Design, and System Configuration. The development of To-Be Business Process of FMIS is almost 100% complete and it is pending for the final approval of each relevant General Department. The structure of Chart of Account and Budget Classification was finalized by having 8 segments (stated in FMIS Newsletter 003). Budget Formulation Department has been collecting data to fulfill each segment except Operating Unit segment, which needs to be fulfilled by General Department of National Treasury. Both Business Process and IT Technical team are gathering necessary information and data for setting up the Application System Design Document. Regarding the interfacing, the Business Process team discussed with 3 other teams that have system for interfacing with FMIS such as Tax System (ASYCUDA), Debt Management System (DMFAS), and Payroll System (Payroll System). The team reached the final consent on technical requirements for interfacing FMIS system.

The Change Management and Infrastructure teams continued their mission to provincial treasuries to enhance face-to-face communication focusing on FMIS project implementation and survey the location of FMIS sites for setting up the database server and other IT equipment. This task will be finished in mid-November. After discussion on and attempting to analyze the change impact template, the Change Management team agreed to review and give additional input to impact analysis that the contractor team has conducted. This task will be started in mid-November and expected to finish in December 2014. Simultaneously, ITD team and the change management consultant are preparing the workshops plan and other events for senior management of ministry, general departments and departments within the change management framework.

To date, the infrastructure team is connecting electricity system and installing IT and other equipment in the Data Center, Disaster Recovery Center, and training rooms (70% complete). The completion is expected in mid-November. Moreover, the other equipment and supply items which need to be cleared through customs and excise office are being imported as well.

The training team has been discussing on the detail training plan both IT technical for IT staff and FMIS’s functions for end users including numbers of training session, duration, number of participants, training method, and training efficiency. In November, FMIS contractor will provide two training courses for FMIS team, the PeopleSoft General Ledger Rel 9.2 and FMIS network connection.

Once again, we require our team member to get involved much more actively in this phase, especially pay attention on individual task with the contractor on the development of FMIS system and change impact assessment in line with the revised plan. All relevant officials, please continue to understand deeper about the FMIS system in order to prepare yourself in accepting and using FMIS system.
