The FMIS system will officially Go-live in July with two main modules, General Ledger (GL) and Budget Allocation (BA), and rest of modules will be started in October 2015. With this concrete target, the joint team is plan to conduct FMIS demonstration together with the FMIS implementation plan for senior management and key General Departments-Departments of the Ministry of Economy and Finance (MEF) to understand deeply about the FMIS implementation and Go-live plan in July and October 2015. Related to the number and name of FMIS users based on the Add and Confirm approach, the FMWG team is requesting all relevant General Departments-Departments for selecting officials in the list of officials, which was sent to Information Technology Department, for the first stage in order to connect FMIS users to the FMIS system, so called “Wall Point”.

By using real data for transaction, functional team (including members from Key General Departments-Departments) finished the User Acceptance Test 1 that focused only on GL and BA. Other modules will be tested in September 2015 before Go-live with all FMIS modules. Regarding interfacing with National Bank of Cambodia (NBC), the team discussed about the testing of Electronic Fund Transfer (EFT) between FMIS and National Bank system and obtained an agreement on setting up EFT system between both systems to be ready for future transaction. Currently, Data Conversion team is extracting data from various systems such as KIT in order to clean data for uploading in to FMIS for Go-live in July 2015.

The communication through website, meetings, and events, the Change Management team keeps on implementing and modifying the communication plan tailoring to stakeholders to get more understanding about changes of FMIS implementation, other benefits, and to be ready for the upcoming use of the FMIS system. The functional team received a short course on “training of trainer” which is for training the focal officials to become skillful and capable in providing training for the FMIS implementation. ICT infrastructure team is preparing to install network system at the identified sites and preparing to set up the Wall Point to connect to FMIS for senior management and FMIS users of Ministry of Economy and Finance.   Untitled
