On the afternoon of 20th July 2015, FMIS Financial Management Working Group (FMWG) organized a ceremony for FMIS Go-Live 1, presided over by H.E. Dr. Aun Pornmoniroth, Minister of Ministry of Economy and Finance, which is the first step of the journey for a better Public Financial Management. The event was attended by top managements and the officials of MEF, relevant Line-Ministries, as well as representatives of development partners. The implementation of FMIS Go-Live 1 includes primarily two major modules: General Ledger (GL) and Budget Allocation (BA), which are involved by users from the General Department of Budget, General Department of National Treasury (GDNT) and Information Technology Department (ITD) (Visit website for detail information-:https://fmis.mef.gov.kh/news-en/financial-management-information-system-fmis-go-live-1-ceremony/). Other modules will go-live in October.

With the participation of Oracle PeopleSoft consultant, the Business Process team of the project is testing on End-to-End Processes in order to seek for potential errors or mistakes before FMIS go live in October. Next, the team will conduct User Acceptance Test 2 between the end of August and early September, which will allow all relevant officials to test all conditions especially in regard to daily transactions of each General Departments-Departments. Data Conversion team continues to download data from KIT system for inputting, updating in FMIS system; and this process will continue until Go-Live 2 in October. The interfacing of Electronic Fund Transfer (EFT), technical team of FMIS also continues to discuss with the technical team of the National Bank of Cambodia for testing. Moreover, in regard to the interfacing with other systems such as ASYCUDA and Payroll system, the team is continuing the discussion, hopefully to finish as soon as possible before Go-live 2.

The Change Management team is also preparing plans for face-to-face communication with relevant officials at various General Departments-Departments and National Provincial-Treasuries, in regard to the changes and the progresses of the FMIS project as well as the assessment of the understanding level of relevant officials in August. This will help improve the strategies and activities of the team to gain supports and stronger participations in order to reach success of the changes.

The training team has also conducted “Training for Super User” with participation from key General Departments-Departments and other five Provincial Treasuries. This course mainly focused on the use of all modules of the FMIS system, and the trainees are expected to become key users who can support other users when the system go-live through the remaining phases according to the plan. The team is also planning to provide fundamental computer courses to officials of the 24 provincial treasuries in August. The Infrastructure Team also continues to install Wall Point to every location of the central users. Furthermore, the team also plans to visit certain provincial treasuries to assess the quality, capability and standard level of the network connection from FMIS data center to provincial treasuries, for the implementation of system that will take place according to the remaining phases.

All relevant officials, please pay great attention to obtain information of the project and attend training courses or various events that are organized by the FMWG in order to gain relevant knowledge, know-how and a better understanding of the FMIS.
