From 23 to 26 August 2015, FMIS Project Management Working Group (FMWG) of Information Technology Department (ITD) conducted a retreat at Sihanouk Province. The main topic of this retreat was on “Policy Options for Current and Future Implementation of FMIS and PFMRP Related Issues”. This retreat was led by Mr. Maun Prathna, Director of ITD and permanent deputy FMIS project director, as an honor representative of H.E. Hean Sahib, Secretary of State of Ministry of Economy and Finance and FMIS project director, with participants from FMWG of ITD and representatives of World Bank. The retreat focused on how to deal with current issues, the discussion on the next steps for FMIS expansion, and the brainstorming on policy options for the Current and Future FMIS implementation regarding the present and future for submitting to senior management.
Business Process Team has completely finished “End to End Processes” and the corrections of errors found in the system. Currently, the team is conducting “User Acceptance Test 2” with participation from relevant officials of key General Departments in order to test the capacity and accuracy of the system before Go-Live 2, set to take place in October. This test also includes the participation of officials from five Provincial Treasuries, and the support from Oracle PeopleSoft consultant. The Team continues discussing and addressing interfacing issues with other systems such as ASYCUDA and Payroll and discussing with National Bank of Cambodia’s expert team in order to solve problems and finalize on the data format of Electronic Fund Transfers (EFT) and Bank Statement that will be interfaced. The Data Conversion team also continues verifying data from KIT system, which cleaned by GDNT, to upload into FMIS system in order to ensure accuracy and meet the deadline.
Change Management Team is continuing conducting change management action specifically on communication with all means in order to communicate to all stakeholders through meeting, website, and other events to engage them more in supporting FMIS implementation. Currently, the team has conducted face-to-face communication missions to provincial treasuries in order to communicate directly with provincial treasury’s officials, to collect inputs for further activities via survey form, and to select Change Agent from each provincial treasury to be focal change management-implementing officials. Training Team is preparing FMIS Training for End User, and this hopes to be finished by early September 2015. ICT Team has successfully built and run “Help Desk System”, and this system will allow the FMIS users to send errors or issues pertaining to their roles. The help desk team will be able to deal with the errors and respond back to the FMIS users. Infrastructure Team had missions to provincial treasuries with the Change Management team to check the quality and standard of network connection from Data Center.
All relevant officials, please pay great attention to obtain information of the project and attend training courses or various events that are organized by the FMWG in order to gain relevant knowledge, know-how and a better understanding of the FMIS.
