According to the plan FMIS system has been implementing for all modules from the beginning of November 2015. All relevant officials from key General-Departments are using the system smoothly with support from Business Process team. The team was assigned to support the officials in real practice, and deal with current issues for the first two weeks. Moreover, the “Help Desk” program was created successfully and expected to provide more sustainable use of FMIS system. As a result, the users can send any errors or problems back to the central for solutions. In addition, the Financial Management Working Group (FMWG), under the head of H.E. Dr. Hean Sahib, Secretary of State of Ministry of Economy and Finance, and Director of FMIS project, has constructed the Standard Operating Procedures (SOP) for procure to pay business process as the basic guideline for working with FMIS system. With the support from World Bank experts, it is highly expected to be ready in December 2015. This procedure will surely enable the effectiveness and efficiency of FMIS implementation. It will also be the prototype standard process for key relevant General Departments-Departments to continue constructing other SOPs by their own resources.

Regarding the interfacing issues with other system, the Business Process team has successfully completed the technical tasks and continued interfacing with DMFAS system and Bank Statement and Electronic Fund. For the ASYCUDA and Payroll systems, the team continues solving the current issues in order to extract data for FMIS system. On the other hand, Data Conversion from KIT system for central was completed after the FMIS system has been operated. However, the team is still facing some complicated issues that need to discuss with relevant General-Departments regarding to Accounting Procedures such as accounting date and so on.

In addition to conducting communication strategies, Change Management Team has finished recruiting change agents from provincial treasuries, and is planning to hold a training course for those agents so that they would be ready to support the change management in their capital-provincial treasuries before the roll-out in January 2016. The team and the World Bank experts are also preparing SOPs for the capital-provincial treasuries.

The training team is holding end-user training for provincial treasuries according to modules and roles following the master plan in order to help the capital-provincial officials to be able to use the system in January 2016. On the other hand, Infrastructure Team is also planning and mobilizing resources in order to install the equipment for all provincial treasuries

 FMIS project is in a transition phase, so all relevant officials have to pay more attention on implementing FMIS system and cooperating closely with FMWG in order to get successful implementation and receive all the benefit from the FMIS system
