H.E Chan Sothy: No FMIS, No Information on Budget Implementation
Stating in a meeting on “Draft Strategies for Budget System Reform 2017-2025” on 06th December 2017 at Ministry of Economy and Finance (MEF), H.E Chan Sothy Under Secretary of State of MEF, one part of the budget reform depends on FMIS in preparing and implementing budget “If there is no FMIS, budget preparation will not have any information on the implementation, so having FMIS is very crucial.”
The meeting was very successful and productive under leadership of H.E Academician Aun Pornmoniroth Senior Minister Minister of Economy and Finance.
After several study tours to different countries especially France, the working group of general department of budget (GDB) under leadership of H.E Chan Sothy has basically finished up the document on budget system reform strategy for 2017-2025. The documents highlighted on direction of the budget system reform, budget system reform strategy for 2017-2025, and roadmap towards the 2025 strategy.
In the meeting, there was a debate on Performance Based Budgeting (PBB) in budget preparation that has been in a mixed understanding of different individuals on which model this PBB stands on. However, after the discussion H.E Academician guided to all relevant to have a common ground that there are actually three models of the PBB which are Presentation Performance, Informed Performance, and Performance Based budgeting. With that, H.E academician advised to stand on the Informed Performance Budgeting for Cambodia’s context.
The meeting has ended with great achievement. As of the end of the meeting, the working group will file a report for Samdech Akka Moha Sena Padey Techo Hun Sen Hun Sen on the results of this amendment under Ministry of Economy and Finance framework before submitting this final draft to Committee of Economic and Financial Policy which is an inter-ministerial meeting for reviewing before seeking cabinet or Samdech Akka Moha Sena Padey Techo for highest approval.
