IMF Hands on FMIS Phase II Implementation

As closer as the roll-out system to Line Ministries (LMs) approaches, FMIS project management working group (FMWG) has been on their uphill battle towards all the preparations including FMIS equipment bidding, identifying FMIS users and training arrangements, as well as monitoring the whole project mandatory.

International Monetary Fund (IMF), as one of development partners who provides technical assistant to FMIS implementation, has deployed Mr. Mark Silins, PFM consultant, to Cambodia for a 13-day mission working on three fundamentals including:

  • Review and support of the finalization of the chart of accounts (COA) and budget classification design and its implementation
  • Closing of financial accounts issues for FY 2016 and preparation for FY 2017; and
  • Development of scenario B regarding FMIS rollout which ensures progress but accommodates likely timings delay

The whole mission is dedicated to advising and coaching relevant stakeholders including Information Technology Department, General Department of National Treasury, and General Department of Budget, whom are the primary backers of the above 3 fundamentals.  The mission so far has been on going with series of discussions and coaching.

By the end of the mission, there will be an exit meeting which is dated to be on Friday 13th, October 2017 with honorable presence of H.E Dr. Hean Sahib, Secretary of State of Ministry of Economy and Finance and the Chairman of FMWG, where Mr. Mark Silins will be raising on recommendations and proposed work plan for further discussions and seeking approval.[/vc_column_text]
