Management Working Group Discussed on Plan for FMIS Phase II Implementation
FMIS Project Management Working Group (FMWG) opened a discussion on delegating roles and responsibilities as well as introduce the plan for Phase II implementation after having reviewed on the team members under decision from H.E Dr. Aun Pornmuniroth, Senior Minister, Minister of Economy and Finance.
The meeting was chaired by H.E Dr. Hean Sahib, Secretariat of State of Ministry of Economy and Finance and the Chairman of FMWG on 20th February 2017 with members of FMWG from key general departments of Ministry of Economy and Finance.
H.E Hean Sahib addressed that FMIS Phase II implementation requires strong determination from all top management of each general department in influencing their officials to continue participating and supporting Public Finance Management Reform Program of Cambodia Royal Government. H.E added, not only those who have name in the lists of working group have to work on this matter; however, it is an internal responsibility of the whole general department in ensuring that all related tasks will be solved effectively.
On the other hand, H.E Vong Bunintreavuth, Director General of National Treasury (GDNT), stated on the determination to complete remaining tasks of GDNT and capital-provincial treasury (CPTs) as officials’ capacity at some provinces are still limited; therefore, the entry will have some faults since they haven’t fully understood operating procedure in the system just yet.
The meeting has also presented on the action plan of 1st quarter of the project implementation in 2017 that will be led by FMWG for better ideas on FMWG’s tasks increasing ownership, involvement, and officials’ capacity.
