Financial Management Information System (FMIS) Phase I implementation has been officially accomplished at key general departments and 25 capital-provincial treasuries since the first quarter of 2016. This achievement was actualized under the provision of H.E. Dr. Aun Pornmoniroth, Senior Minister of Ministry of Economy and Finance and direct coordination of H.E. Dr. Hean Sahib, Secretary of State and Chairman of FMIS Project Working Group (FMWG). Nowadays, the working group from ITD is trying to support the users on daily basis and to enhance the flaws detected in the system. As a result, the knowledge and ability of FMIS users are notably improved, especially of those at capital-provincial treasuries who have been facing a lot of problems in various scenarios. At the same time, the working group is also preparing FMIS strategic plan for Phase II implementation, which aims to roll out the system to a handful of line ministries, agencies, and national/sub-national budget units; the plan is scheduled to be finalized during ITD’s retreat trip at the end of September.
Additionally, as a mechanism to support FMIS users at C-PTs in term of getting comfortable with the system, the working group had extensively provided Batch III training to 75 officials from 25 C-PTs from August 08 to September 02 on five FMIS modules and Charts of Account. Besides, as a part of communication strategy, FMIS website has been developed into a new interface which is now user-friendlier, featuring news, videos, and photos related to the development of the project. Concurrently, the group has also revised Change Management plan to reinforce the Phase I implementation and pre-Phase II preparation.
As an answer to the agreement to add two new users at each C-PTs, the Information Technology Infrastructure and Telecommunication team has responsively preparing the activity plan and logistics to install equipment for new users at C-PTs starting from early of September. As for Web Development team, they are working on designing and developing FMIS Web Portal to generate the various kinds of financial report and other information from FMIS in an accurate, timelessness, smart manner.
Up until now, FMIS has been adequately supported by top management and end-users at key general departments and departments as well as all 25 C-PTs. FMWG insists all relevant stakeholders, especially FMIS end-users, to keep concentrating on tasks in FMIS and cooperate with the working group to maximize the benefit of the system.
