Samdech Akka Moha Sena Padei Techo HUN Sen ៖ FMIS system is a framework for Royal Government of Cambodia to strengthen better financial Management as reducing under the table spending

(Phnom Penh) ៖ “I expect that when FMIS is fully implemented, managing on the expense of national budget will be more effective, efficient, transparent and more accountable.” , stated by Samdech Akka Moha Sena Padei Techo Hun Sen, the prime minister of Cambodia in the annual review meeting of the year of 2017 and evaluation of five-year achievement of Public Financial Management Reform Program (PFMRP) that was held on April 20, 2018 at Sofitel Phnom Penh. 

The prime minister added that FMIS will also help providing a comprehensive and timely information about the national financial status that is an analytical purposes based and decision making on allocating and utilizing the financial resources with high efficiency. 

Meanwhile, the representative of developing partners in Cambodia has expressed full support and applauded on FMIS implementation to line ministries and sub-national administration.

Mr. Frank Viault, the Director of Cooperation of European Community, added FMIS system will provide foundation for modernizing Public Financial Management and Public Administration as a whole. He believed that FMIS system will provide financial information correctly and timely that is a basis for top management to make a right decision and for citizens to benefit from public services.

Moreover, FMIS system has been successfully implemented in phase I in General Departments ’framework of Ministry of Economy and Finance, and  25 provincial-municipal treasuries since 2017, and has implemented 10 line ministries, in phase II, since the beginning of 2018, including Ministry of Economy and Finance, Ministry of Education Youth and Sports, Ministry of Health, Ministry of Labor and Vocational Training, Ministry of Agriculture, Forestry and Fisheries, Ministry of Industry and handicraft, Ministry of Post and Telecommunication, Ministry of Environment, Ministry of Women’s Affairs, and Ministry of Civil Service and will continue implementing to other 10 line ministries such as Ministry of Land Management, Urban Planning and Construction, Ministry of Public works and Transport, Ministry of Foreign affairs and International Cooperation, Ministry of Commerce, Ministry of Information, Ministry of Rural Development, State Secretariat of Civil Aviation, Ministry of Water Resources and Meteorology, Ministry of Social Affairs, Veterans, and Youth Rehabilitation, Ministry of Tourism and 25 provincial-municipal Departments of Economy and Finance on 4 core modules such as Budget Allocation, Purchase Order, Account Payable, and Account Receivable.
