Workshop on Leading and Managing Change

The workshops on Leading and Managing Change were conducted on August 20, 2014 and September 04, 2014; participated by the Change Management member of the key General Department/Department and FPT FIS-LG CNS Joint Venture. They were organized and presented by Mr. Findlay Herbert, Change Management Consultant of Information Technology Department.

The purpose of the workshop was to study about the Enablers and Barriers that would occur when the FMIS is implemented. The understanding of the two factors was very essential for Change Management Team (CM Team) to carry on their work effectively and successfully. It is very important to identify the enablers and barriers for analysis. The enablers and barriers analysis would help the team finding some solutions and activity plan in order to mitigate barriers and accelerate enablers.

After the presentation, Mr. Findlay Herbert divided the workshop into two groups to discuss and identify the enables and barriers for the success of FMIS. The two factors were scored based on their priority for analysis as the followings.

  • Enablers: Well Cooperation, High Willing to Change (Stakeholders and Top Management), Setting Clear Vision for the Change, Setting the Clear Function of FMIS, Being Supported by Sponsor/MEF΄s staff.
  • Barriers: Low Salary and No Incentives (End User), No Internet Connection, Limited English Proficiency, Not Willing to Learn New Thing (End User), Lack of Provincial Officials Who Are Capable of Utilizing Computer, Not Willing to Change, Not Understanding of Change, Being Afraid of Losing their Job and/or Current Position, Resistance to Use New Technology.

After the discussion and scoring the enablers and barriers, Mr. Findlay Herbert prioritized the barriers based on their higher scores; and lead to some possible solutions to deal with and mitigate them.

During the second workshop, Mr. Findlay Herbert suggested the CM Team to carry on their discussion to seek way of the solutions; namely incentives and salary increase, capacity building on computer skills and FMIS related skills, raising awareness on the usefulness of FMIS.

The workshops were completed smoothly and successfully; as a result, CM Team understands about the objectives of the first and second workshop clearly; they also gains some new idea for dealing with the barriers that would occur when the FMIS is implemented. The CM team will conduct various workshops in the near future.
