INVITATION FOR BID: Supply and Implementation of Budget Planning System for Financial Management Information System Project (FMIS)

  1. The FMIS project Management Working Group (FMWG) has received Fund from the Royal Government of Cambodia (RGC) through the Public Financial Management Reform Program (PFMRP) of the Ministry of Economy and Finance (MEF) toward the cost of Financial Management Information System Project, and it intends to apply part of the proceeds of this payment under the Contract for CAM-MEF-PFMRP-FMIS-N002-08 for the following:

Supply and Implementation of Budget Planning System for Financial Management Information System Project (FMIS)  

Details of the equipment and services  under this tender are provided in Section VI (Schedule of Requirements) of the Bidding Document.

  1. The FMIS project Management Working Group (FMWG) acting on behalf of the Ministry of Economy and Finance, now invites sealed bids from eligible and qualified bidders for Supply and Implementation of Budget Planning System for Financial Management Information System Project (FMIS).
  2. Bidding will be conducted through the International Competitive Bidding (ICB) procedures and under the laws and regulations governing public procurement within the Kingdom of Cambodia, in accordance with procedures set forth in the Procurement Manual for Externally Financed Projects/Programs in Cambodia, May 2012. and is open to all Bidders from eligible source countries that meet the following minimum qualification criteria:

(i) The bidder (either single bidder or joint venture) must:

  1. Have been operational in the information technology industry for at least 3 consecutive years.
  2. Be financially stable, with an annual gross revenue base of at least US$2 million per annum over the last three (3) financial years, and able to demonstrate access to liquid assets of at least US$750,000 at the time of bidding.
  3. Have been awarded, supplied and implemented the Budget Planning System or same nature of system for at least 2 organizations with the similar size or amount of this bid in which at least one central government.
  4. In the case of a joint venture, one of the partners should meet at least 70% of the financial requirement.

(ii) Each joint venture member other than the partner-in-charge or each subcontractor undertaking a significant portion of work under this contract (25% or greater of the estimated value of the contract) or undertaking major elements of work under this contract (software configuration and customization, maintenance, training, installation, supporting) must:

  1. Have been operational in information technology or related industry for at least three (3) consecutive years.
  2. Be financially stable, with an annual gross revenue base of at least US$250,000 per annum over the last three (3) financial years.
  3. Bid Evaluation and Contract Award will be for the entire package comprising of goods and services for the whole supply and implementation of Budget Planning System.
  4. Interested eligible bidders may obtain further information from Financial Management Information System (FMIS) Project, Ministry of Economy and Finance, and inspect the Bidding Documents at the address indicated in phara.11 below from 19th November 2019 to 3rd January 2020 from 8:00 a.m. to 11:30 a.m. and 2.00 p.m. to 5.00 p.m. (Phnom Penh Time), Monday through Friday, except public holidays.
  5. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non-refundable fee of USD 200.00. The method of payment will be by cash or transfer to bank account as details below. A pre-bid meeting with potential bidder will be on 4th December 2019.
